NOTICE
to residents of
Oakbridge Condominiums

SMOKING??

Discarding cigarette butts
on Oakbridge grounds
is a fire hazard
and strictly forbidden!

Dropped cigarette butts have been the cause of numerous house and apartment fires. Fires caused by cigarette butts claim the lives of 1,000 people and injure 3,000 people each year.

Cigarette butts contain Lead, Cadmium, Arsenic, Formaldehyde, Acetone, and Benzene. The nicotine trapped inside 200 cigarette butts is enough to kill an adult human. These chemicals and compounds get washed out of the filter and into our water when it rains.

Ninety percent of cigarette butts are dropped within 10 feet of an ashtray, and 80% of butts on the ground find their way into our water systems and compromise the quality of our drinking water.

The filters are made from a type of plastic that takes up to 25 years to biodegrade.
More than 100 young children per year become very sick after ingesting cigarette butts that are discarded on the ground.

It’s not a choice, it’s a mandate: Please dispose of cigarette butts properly at Oakbridge! FAILURE TO DO SO WILL RESULT IN A FINE.

A cigarette should never be put out and left on Oakbridge grounds.

Meeting was called to order at 7:02pm. Quorum was met with 19 units represented.

A motion was made and seconded not to have the 2008 annual meeting minutes read. The motion passed with a unanimous vote. Attendees approved the 2008 minutes.

Mike Allred introduced himself and AJ Butler from the new property management company, Sunflower Management Company. Mr. Allred presented an overview of the 2008 budget and explained the 2009 budget. A motion was made and seconded to accept the 2009 budget. The 2009 budget was accepted by quorum vote.

The Board addressed the legal issues regarding unit 781A and related repair issues regarding unit 781B. Mrs. Ross expressed concerns over the repair status of her unit and Ms. Blair gave a thorough explanation of the status of the legal proceedings brought by the HOA against the previous owner of unit 781A as well as the repair status of unit 781B. Legal proceedings are ongoing at this time.

The Board addressed the issue of fines for violations and the Association's concern over Central Colorado Management's (CCM) negligence in bringing Oakbridge Homeowners Association into compliance with the Colorado Common Interest Ownership Act (CCIOA). As a result, the Board of Managers has voted to forgive all fines associated with violations of the Rules & Regulations as of March 1, 2009. It was made clear that these fines do not affect late fees for monthly HOA dues, only fines for violations. The policy of assessing fees on late dues payments still stands.

The Board presented the idea of a web venue for Oakbridge Condo Owners Association. This will be an informational forum only, not an interactive website, where owners can access the Rules & Regulations, the Declarations & Bylaws, and the Policies & Procedures. Having an informational web venue will help the Association cut down on printing and postage costs, as fewer residents will need hard copies of information mailed to them. Details are forthcoming and the Board will let everyone know when the webpage is up and running.

The Board addressed the possibility of having the exterior buildings painted. Bids are currently coming in from several professional painters. The possibility of having the paint job completed over a two-year period to keep costs down was considered, however it was made clear that the Association must first fund reserves in order to complete a project of this expense. Several options were presented: (1) wait for the legal issues with unit 781A to be resolved and fund reserves with the money that will be saved by not having to pay legal fees, (2) begin a two-building-at-a-time project and complete the work over the next couple of summers, and (3) only paint the trim at this time. A motion to wait until the legal issues with unit 781A are resolved was made and seconded, with a unanimous vote to postpone exterior painting. A motion to acquire bids on trim touch-up was made and the Board agreed to get bids in the meantime.

The Board addressed the issue of satellite dish location. Written approval from the Board of Managers is required for satellite dish placement and location. The reason for this is to establish a paper trail to protect the interests of the unit owner and Association.

The Board addressed the shooting incident that took place in the parking lot on the evening of March 6, 2009. The person involved is not a resident at Oakbridge and no person living at Oakbridge was a specific target. Only the residents of one unit were involved and an investigation is underway. As far as the Board understands, the firearm was discharged accidentally. Formal charges have been brought against the perpetrator and the Board has filed a trespass claim with CSPD against the person who discharged the firearm. This matter is still under the Board's close attention.

A resident inquired about the status of having the elm trees removed. CCM did acquire bids for this and the Board concluded that the project would be too expensive at this time.

The Board addressed the fence replacement along the south perimeter of the property and explained the costs associated with the project. Fence repairs will be addressed as needed.

The Board will check on the overhanging tree branch near unit 765D and have it removed if it poses a threat to the unit and/or power lines nearby.

There were several inquiries concerning window replacement and screen doors. All residents must submit a written request to the Board of Managers if window or screen door replacement is being considered.

The Board reminded everyone that any owner leasing out their unit to a tenant must supply a copy of the Rules & Regulations to the tenant as well as provide a copy of the lease to the Board.

The Board explained the reasons for the change in property management companies. In short, the Board became increasingly dissatisfied with Central Colorado Management's performance when it came to requests for maintenance and service, and did not feel the needs of Oakbridge residents were being met in a timely manner by CCM's staff.

Several residents are extremely unhappy with the amount of dog excrement in the common areas. The Board would like to remind all dog owners that they are in violation of the Rules & Regulations if they do not clean up after their pet. Additionally, all dogs must be leashed when on Oakbridge grounds. Out of consideration for your neighbors and the maintenance crews that keep Oakbridge looking good, please clean up after your dog.

The issue of woodpeckers was addressed. Because woodpeckers are a protected species, they cannot be exterminated. The Board will investigate humane ways to keep the woodpeckers away and address any building damage as it arises.

The issue of parking lot potholes was addressed. Oakbridge's new maintenance crew, Switzer Landscaping, will patch the potholes and they will be repaired as needed thereafter.

The issue of chipping paint on the parking spot bumpers was addressed. The Board will assess the need to have the bumpers repainted.

The Board addressed the possibility of having a second open meeting sometime in the fall. This would be a short, informal meeting on Oakbridge complex grounds to discuss any concerns as well as provide an opportunity for residents to get to know each other. The Board will keep everyone informed on this prospect.

Board member Larissa McPheeters was re-elected for another term with 15 votes, including proxies. Devon Ryan received 4 votes, including proxies.

In order to keep Association costs down, Devon Ryan volunteered to help the Board navigate some of the legal issues concerning unit 781A. Please note Ms. Ryan is not a Board member; she is simply acting as an advisor to the Board until these legal issues are resolved. This motion was accepted by unanimous vote.
