Annual Meeting Minutes 2011

A meeting of the Oakbridge Condominium Owners Association was held on March 24, 2011 at Perkins Restaurant located at 3295 East Platte Avenue, in Colorado Springs.

Meeting was called to order by HOA president Sherree Blair at 7:07pm.

Quorum was met with 10 unit owners present and 5 proxies submitted.

A motion was made and seconded to forego reading of the 2010 minutes and accept them as written.

Steve Kouri of Courtney & Courtney Property Management presented an overview of the 2010 budget and reviewed the 2011 budget.

2010 projects included painting the exterior of all the buildings, parking lot repair, fence repair and replacement, annual Orkin inspection for termites and other pests.

2011 projects include complete roof replacement on each building, to begin in April. The project requires a claim to be filed with the HOA's insurance company, CB. As noted at the Special Assessment meeting held on November 4, 2010, each unit owner is responsible for paying a special assessment of $800.00 to cover the insurance deductible. If we wait another year, the HOA's deductible will double. To avoid extra costs, the roof replacement project will be conducted during the month of April 2011. Several units are still in the process of paying their special assessment. If the HOA does not have the full deductible amount in time to pay the insurance company, the remaining balance will have to come out of reserves and any unit owner in arrears will be turned over to the HOA's attorney for collection. Please review the Special Assessment meeting minutes and information packet that you received for further information.

It was noted that having a brand new roof on each building, along with the new paint and fascia repair done last year, property value will increase.

Landscaping and spring grounds cleaning will commence after the roof repair project is completed, as that process can be messy. Sprinklers will not be turned on until the roof repair project is completed.

In January, the Board of Managers decided to decrease trash pickup from three days per week to two days per week in order to help the operating budget. This decision will save the HOA approximately $696.00 per year.

Chris and Nicky Nicholl have again volunteered to look after the north side flowerbeds this season; Michael High will continue with minor grounds keeping and foliage care. It was noted that the landscaping company made a mistake in pruning certain bushes around the complex. Hopefully, the damage is not too great and the foliage will blossom as it should. The Board of Managers wishes to express its gratitude once again for these volunteers and their efforts to improve the aesthetic quality of Oakbridge grounds and save the HOA some money.

A motion was made and seconded to accept the 2010 budget. The 2011 budget was accepted by quorum vote.

Dues / Late Fees
HOA dues for 2011 will remain at $135.00 per unit.

The Board of Managers encourages anyone who is in dues arrears to please contact Steve Kouri immediately so you can get set up on a payment plan. The Board of Managers is very aware of these tough economic times and is willing to work with residents on an individual payment plan that will assist them in keeping up with their dues. Please communicate with us if you are behind on your dues or anticipate getting behind in your payments. We can't help if we don't know of your struggles, so please talk to us.

The Policies will officially be changed to reflect a $15.00 late fee rather than the current late fee of $25.00. This change applies only to late dues assessments, not to fines assessed for violations of the Rules & Regulations.

A question was asked regarding whether or not the Association will put a lien on a unit if that unit's special assessment and/or monthly dues are not paid. The answer is yes. However, the Board will do everything it can to avoid that situation and the legal process involved.

In lieu of sending out a monthly paper statement for dues, Courtney & Courtney will mail each unit owner a coupon booklet for monthly dues assessments. This will help the HOA cut down on postage costs. You can always make a payment online at www.courtneyandcourtney.com as well.


Surveillance Cameras vs. Perimeter Fence / Dogs / Trespassers & Loiterers/ Graffiti / Renters / Kids
Currently, the cameras are aimed at the most problematic/ high traffic areas of the complex. Several residents are in favor of adding more surveillance cameras to the perimeter of the complex, as it has been noted that neighbor dogs regularly use Oakbridge lawns as a place to relieve themselves and a perimeter fence to keep them out will be costly. The cost per camera is approximately $250.00. The Board will do some cost comparison over the next few weeks. As this is an ongoing problem, the Board encourages each resident to make note of anyone – non-Oakbridge resident or current resident – who allows their dog to defecate on Oakbridge grounds without subsequent cleanup. Please contact Steve Kouri at the Courtney & Courtney office to report the person anonymously.

If you see anyone on Oakbridge grounds at any time of day that does not live here and appears to be trespassing and/or loitering, the Board encourages you to call the CSPD non-emergency number 719-444-7000 and report the individual(s). Please also call Steve Kouri so he can let the Board know about the incident.

The north side perimeter fence has been hit with graffiti several times over the past few months. One resident suggested painting it with a "washable" Teflon paint. The Teflon paint allows the graffiti to be hosed off with water. The Board will check on this option.

The Board reminded everyone that any owner leasing out their unit to a tenant must supply a copy of the Rules & Regulations to the tenant as well as provide a copy of the lease to the Board.

The Board reminded everyone that as the summer months approach children will be outside more. ALL children MUST be supervised at all times while on Oakbridge grounds. This Rule/ Regulation applies to visiting children as well.

The Board would like to remind all residents about the City's curfew for underage children. All children under the age of 18 must be inside no later than 10:00pm Sunday through Thursday, and by midnight Friday and Saturday.

Morgen Thomas was reelected to the Board of Managers by unanimous vote.

The annual meeting was adjourned at 8:11pm.
