NOTICE OF A SPECIAL MEETING
OAKBRIDGE CONDOMINIUM OWNERS ASSOCIATION
10/19/10

To: All Oakbridge Condominium Owners

There will be a Special Meeting of the Oakbridge Condominium Owners Association held on November 4, 2010 at 7:00 PM at Perkins Restaurant located at 3295 E. Platte Ave. (corner of Chelton & Platte).

The purpose of this Special Meeting is to discuss financial considerations of the Oakbridge Condominium Owners Association.

This past summer we did quite a few upgrades around the complex. One goal of the upgrade was to have the roof of each building inspected for damage. Results of the inspection show that all the roofs have hail and wind damage.

Every roof needs to be repaired or replaced. The last time roofs were replaced, or any major work was done on any roof, was almost 20 years ago. In that time, we have had a few major storms and a lot of hail. There is damage to not only shingles, but some damage to the underlay of the roofs on a few buildings.

In order to replace roofs and fund the replacement cost we will be discussing how best to come up with the amount of money that we need. A Special Assessment of $200.00 to $300.00 for each unit/homeowner is a possibility, but we will discuss other options also.

Enclosed, please find a letter to homeowners from the HOA’s insurance company and management company, explaining how to change your personal insurance policy in order to cover special assessments for damage such as this that may arise.

A vote of the full membership will be taken at this meeting; therefore your presence is strongly encouraged. If you cannot attend, your proxy must be received no later than November 3, 2010 at the office of Courtney and Courtney. Keep in mind that if you send a proxy we will be voting on spending large amounts of money, so whoever you give your proxy to will be voting on your behalf.

Please come to this meeting to voice your concerns and help us find a satisfactory solution.

Dear Oakbridge Homeowner;

The purpose of this letter is to notify you of a very important change in our Association’s master property insurance policy. Please read it carefully as this change may require you to amend your own Homeowners insurance policy to avoid any gap in coverage.

Our Association’s master property policy has a $1,000.00 deductible for losses other than wind and hail and a 1% per building deductible for wind and hail losses. The per building deductible for wind and hail losses is a change from last year. We want to make certain that all owners are aware of this new wind and hail deductible.

As an owner, you may be responsible for the deductible when a loss occurs. For wind and hail losses the Association may need to assess owners for a portion of the deductible. CB Insurance, our insurance Broker, has advised us that you can cover this deductible in your personal Homeowners policy, commonly called an HO-6 policy. This is customarily accomplished by two coverage provisions in your personal Homeowners policy. The first provision is called Dwelling and the second provision is called Loss Assessment. CB Insurance suggests that each unit owner carry at least $ 1,000.00 on dwelling and $ 1,000.00 on Loss Assessment. Many personal Homeowners policies include a limit for Dwelling and Loss Assessment automatically. If the automatic limits are not enough, most carriers will allow them to be increased at a very low cost to you.

Again, most of the major personal Homeowners insurance carriers provide this coverage, but each insurance carrier is different. There may be some who do not wish to provide the coverage. We strongly recommend that you contact your personal Homeowners insurance agent and/or carrier to make sure that your personal Homeowners insurance policy has adequate limits for Dwelling and Loss Assessment.

Notice of Informal Meeting

Oakbridge Condominiums

In an ongoing effort to improve communication with Oakbridge owners and residents, the HOA Board of Managers will hold an informal meeting on Thursday, September 9, 2010. We will convene on the west side lawn at 6:30pm.

Topics of discussion will include:
-new property management company – welcome Courtney & Courtney!
-exterior building painting project
-parking lot seal coat & repaint, and pothole repair project
-posting of trespass/ loiter/ surveillance/ dog cleanup signs
-issues regarding unleashed dogs and excessive excrement
-whatever is on your mind!

Greetings!

Summer already! Hot weather, green grass, and lots going on!

There have been some exciting changes in the last few months here at Oakbridge.

Courtney & Courtney is our new property management company. Steve Kouri is our contact and can be reached at 719-260-8216. C&C's address is 4740 Flintridge Drive, Suite 201 Colorado Springs, CO 80918. We're so happy to welcome Steve to our managing team!

Larissa McPheeters has resigned her position on the Board of Managers, effective June 21, 2010. The Board has appointed Devon Ryan (749B) to Larissa’s position. Welcome, Devon!

Welcome new residents, Sharon Spady in 781A and Jerad Dody in 781B!
If you see the new residents out and about, please say hi and introduce yourself!

Landscaping
The HOA Board of managers has contracted with a new landscaping company to keep our grounds looking tip-top. HT Ground Maintenance will be doing our landscaping and snow removal for the year. If you have any concerns about the landscaping, please let us know and we will pass your thoughts on to HT Landscaping.

The grass that was damaged by dogs is slowly regrowing. We ask that all dog owners continue to pick up after their pets and keep the common areas clean. Several boxes have been installed on the grounds for easy access to plastic bags for dog waste clean-up. Please dispose of the bagged waste in an appropriate manner. Feel free to stuff the boxes with any extra grocery/newspaper bags that you may have!

The flower beds and bushes continue to be tended by the Nicholls and Michael High. Due to these residents' diligent care, the foliage around the complex is looking healthy and happy. Mr. High will continue to trim bushes throughout the summer to keep them looking great. Over the last couple of years, they have really blossomed under his care. If you see Chris & Nicky and Michael out tending bushes and flowerbeds, please offer your thanks. Their willingness to volunteer their time and energy helps us manage the Oakbridge budget. Many thanks to these caring volunteers!

Summer Projects
We have several HUGE projects planned!

Painting: We will begin painting the exterior of the buildings in early July. All buildings will be painted, and the exterior of each repaired as needed. Watch for the "area prep notice" that will be taped to your door as the project commencement date nears. All area prep instructions will need to be followed exactly in order to have the project completed in a timely manner and within budget. Consider this an early notice for everyone to get started moving personal items away from the exterior buildings!

Parking Lot: The parking lot will be cleaned, resealed, and restriped. Several areas will be repaired or filled in as needed. During the parking lot repair you will be asked to park all of your vehicles on the street. Repair will take about 3 days, and no cars will be allowed on the lot for those 3 days. We will let you know the schedule as soon as we have it.

Fence Repair: The last section of the east perimeter fence will be replaced, and several unit-separating fences will be replaced or repaired as well. We will let specific unit owners/residents know when they will need to leave patio gates unlocked for the fencing crew. All items on the back patio will need to be moved away from the fences so the crew can get in and get the job done.

As the various crews are here working, please let them know how much we appreciate the job they are doing. It has been a long process – taking bids, making calls, sending emails, checking budgets – to get them here. If you have any concerns regarding the exterior of your building, please let the Board know about them NOW so that we can address those concerns with the crews. Reminders
Pets: The Board of Managers continues to receive complaints regarding dogs running unleashed on Oakbridge grounds. The Rules & Regulations clearly state that all dogs must be leashed when on Oakbridge grounds. This is for the comfort and safety of all residents as well as the safety of your pet. Additionally, several residents are still very unhappy with the amount of dog excrement in the common areas. This not only poses a serious health hazard to the residents of Oakbridge, it is also a violation of City ordinances. The Board would like to remind all dog owners that they are in violation of the Rules & Regulations if they do not clean up after their pet. Out of consideration for your neighbors and the maintenance crews, please clean up after your pet!

Noise: As we strive for a better community, the Board would like to remind everyone that the city curfew and noise ordinances will be strictly enforced. To look over city ordinances regarding curfew, noise, trespassing and loitering, visit the Oakbridge web venue at http://oakbridgehoa.blogspot.com. If you are ever bothered by excessive noise, please contact CSPD at the non-emergency number and file a complaint: 719-444-7000.

The Oakbridge HOA Board of Managers held its annual meeting on March 18, 2010. The meeting was conducted at Panera Bread in the Broadmoor Towne Center, Colorado Springs. The meeting began at 7:05pm and ended at 8:06pm. Quorum was met with 13 unit owners present and 8 proxies submitted.

Old Business Topics
1. Unit 781A went to fire sale! All repairs on unit 781A and unit 781B have been completed. Repair costs included subfloor and foundation repair. Due to the sale of this unit, the HOA was able to fund reserves for the first time in two years.
2. In July 2009, the HOA resigned Sunflower Management as our property management company. The Board of Managers had several concerns regarding the handling of our property and the lack of experience of the Sunflower staff in managing an HOA. The Board has been self-managing since July 2009, but will be interviewing property management companies the week of March 22, 2010.
3. Pest and termite extermination will continue this summer. The focus this year will be on the interior buildings of the complex. The Board will notify owners and residents when this process will be underway so they can prepare their property for inspection and treatment.

HOA President Sherree Blair conducted an overview of the financial report for 2009 and the projected budget for 2010. The most costly projects in 2009 were tree removal/trimming and Orkin pest control.

A motion was made to accept the projected 2010 budget as it stands, and the 2010 budget was accepted by majority vote.

New Business Topics
1. Someone has been dumping large furniture items and other large objects in our dumpsters. The majority voted to start charging these individuals for the cost the HOA is charged for furniture and large object removal by Bestway. Due to video camera surveillance, the Board knows who is dumping these items and will address these concerns with the individuals in question.
2. Due to the sale of unit 781A, we will have the budget to paint the exterior of each building this summer. This project will include siding and fascia repair as well as roof inspection and trim board touch up. The Board will notify everyone as to when this project will begin.
3. Due to the sale of unit 781A, we will be able to repair, reseal and repaint the parking lot this summer. The Board will notify everyone as to when this project will begin.
4. The Board will be posting no trespass/ loiter/ surveillance signs at each entrance.
5. Relatedly, there has been reported criminal activity on Oakbridge grounds, with car break-ins and theft of personal property involved. As warmer weather approaches, it will be important to note who is on Oakbridge property. If you witness suspicious activity, please contact CSPD. The non-emergency number is 444-7000. Of course, if you or others are in immediate danger, call 911.
6. President Sherree Blair conducted an overview of CCIOA documents. Each unit owner has received a copy of these documents.

Open Discussion
In preparation for the warmer months ahead, the Board will have Switzer Landscaping inspect, repair, and adjust any sprinkler heads that are not operating properly.

Side fence repair at several units continues.

The Board addressed the issue of threats and harassment. If you or a loved one ever feels threatened or harassed by another resident, please contact CSPD and file a formal complaint. The HOA Board of Managers cannot do this for you, but we may be able to provide evidence if a complaint is on file and charges are pending. Please contact CSPD at 444-7000, or dial 911 if you feel you are in immediate danger, and then let the Board know that a complaint has been filed.

It is the unit owner's responsibility to inform their renters of all Rules & Regulations, and it is the unit occupant's responsibility to inform their guests and visitors of this rule.

Important Note  The Board of Managers continues to receive daily complaints regarding the amount of dog excrement in the common areas. This poses a serious health hazard to the residents of Oakbridge and the maintenance crews. Because several residents have been unresponsive to requests and reminders concerning cleaning up after their dog, the Board of Managers will be forced to monitor areas of most concern and fine those residents who do not clean up after their dog. We will rely on resident calls and video surveillance to verify repeated violations. Out of consideration for your neighbors and the maintenance crews, please clean up after your dog.

Important Note  As we strive for a better community, the Board would like to remind everyone that the city curfew and noise ordinances will be strictly enforced. To look over city ordinances regarding curfew, noise, trespassing and loitering, visit the Oakbridge web venue at http://oakbridgehoa.blogspot.com. If any resident is bothered by excessive noise, the Board of Managers encourages the resident to place a phone call to the CSPD non-emergency number: 444-7000. You may make an anonymous complaint.

A motion was made to accept the Board of Managers as it stands. The motion was seconded and the standing Board was accepted by majority vote.

The 2010 annual HOA meeting was adjourned at 8:06pm.
